Imperial Valley got the opportunity to have local VHF television after the Federal Communications Commission made a deal with Mexico on April 18, 1962, for the allocation of channels 7 and 9. Three months later California-based Tele-Broadcasters submit an application for the construction of television 7 which was later amended by the Tele-Broadcasters into operational activities on station 9. On April 10, 1963, Federal Communications Commission granted both permits for channels 7 and KECY Fox 9 as KXO-TV and KECC after getting affiliation with ABC network. KECC construction approval was submitted by the owner of KIVA 11 which was situated in Yuma and proposed that Yuma and El Centro areas are not large enough to handle many television networks.

On July 30, 1963, FCC refused to proceed with the application but refer to the federal court for appealing which later goes to the favor of El Centro channels. United Broadcasting acquired the channel in April 1966 for the amount of almost two million dollars which was included construction permit and radio channels which was later approved by FCC on August 29. Increasing power from 55 kW to 120 kW and relocation of transmitter tower from downtown to the Black Mountains was granted by FCC in February 1968.

Viewership of KECY:

El Centro and Yuma areas were covered and signal strength was increased after this step was made. KECC was having the ABC association as the primary network in the broadcasting market. Thomas G.
