Howard Lane founded the station and start working under Ponderosa Broadcasting. It holds NBC association from the beginning while also carrying CBS programming as secondary affiliation with the network. KOIN was providing CBS programming with help of many translators in the area of Bend which caused the suspension of affiliation with KTVZ during 1997.

KTVZ NBC 21 was decided to sell out by Northwest Broadcasting in 2002 and after launching the CW as the second digital channel in the market, they immediately increase working capacity and programs in the Central Oregon region. On May 24, 2007, News-Press & Gazette Company decided to buy KFXO from Meredith which was tried to stop by Bend Broadband by filing a petition to Federal Communications Commission.
