KVIA-TV is affiliated with ABC and CW television networks and El Paso is the licensed area of the channel. The transmission covering area of KVIA is Las Cruces of New Mexico. News-Press & Gazette Company which is actually St, Joseph Missouri-based group has the ownership rights for this network. Within the city limits of El Paso, Franklin Mountains is the place where the channel transmitter is located and the studios of KVIA-TV are situated Northwest of El Paso near Rio Bravo Street. Gordon McLendon was the former radio and television personality who owned the station and become the third in the El Paso market. John B Walton bought the network in January 1966. The old studio premises were located at Delta drive in the center of El Paso and hosting a sister radio station from the city of El Paso which was on the lease.

KVIA-TV call letters were generated on October 16, 1979, and switching its channel position with KCOS, and moved to VHF KVIA ABC 7.
Each station was using the same digital antenna at the same elevation with identical power transmission made the channel coverage incrementally in western Texas and New Mexico, the satellite service was not commonly used and it has become a handful source between channel4 and channel 9. Pulitzer Broadcasting acquired the KVIO in 1993 and changed its call letters to KOCT as a satellite channel of KOAT.
