Gordon McLendon was the former radio and television personality who owned the station and become the third in the El Paso market. A tall tower on low elevation was being used in the El Paso downtown area as KTSM-TV channel 9. In March 1957, Joseph Harris and Norman Alexander bought the KILT channel from McClendon Investment Corporation. KELP-TV call letter was kept after buying the channel. John B Walton bought the network in January 1966. The old studio premises were located at Delta drive in the center of El Paso and hosting a sister radio station from the city of El Paso which was on the lease.

The studio land become uneven due to sewer and camera cables was choked and studio walls was having gaps. Microwave relays were generated from Los Angeles for station transmission while an ice storm caused a disruption in channel programming in the area of Arizona. Comanche Peak above the Scenic Drive moved the channel transmitter in 1961 for the facilities of KELP-TV. In the televisions market, KELP-TV only has an outdoor swimming pool. A local radio DJ Steve Crosno launched a very popular dance program which was known as Crosno’s Hop in the 1960s.

Television broadcasting need its own network connection before the satellites were getting common in the United States. KELP-TV borrowed mountain tops for generating relays between Phoenix and El Paso. After feeding microwave relays from KGUN-TV and KTVK to the transmitter of KELP-TV which was based on top of mountains. This effort creates a backhaul link directly to the studio from the channel transmitter before broadcasting feeds.

Stanley Marsh 3 acquired the channel in February 1976 and in the same year company start the transmission of KAVE-TV channel 6 in the region of New Mexico. It functioned as a satellite station of KVIA which was using a logo sign of circle 6. Channel call letters were changed to KVIO-TV for keeping better identification. KVIA-TV call letters were generated on October 16, 1979, and switching its channel position with KCOS, and moved to VHF KVIA ABC 7.

Each station was using the same digital antenna at the same elevation with identical power transmission made the channel coverage incrementally in western Texas and New Mexico, the satellite service was not commonly used and it has become a handful source between channel4 and channel 9. Pulitzer Broadcasting acquired the KVIO in 1993 and changed its call letters to KOCT as a satellite channel of KOAT.
