On October 20, 1953, WHOI’s first transmission as an official television network was launched with having call signs of WTVH. The founder of the television station was Edward Schoede and Hugh Norman and Hilltop Broadcasting decided to buy the station in 1954.

The first studio facility for its transmission was based in Peoria on Main Street with serving the viewers in the market with analog signals on channel 8 with very high-frequency technology. Primary affiliation for its programming was connected with the CBS network and also carried secondary affiliation with DuMont and ABC network. In 1955 DuMont’s operation was suspended in the market due to some technical issues and WTVH decided to cease its operations in 1955.

WMBD-TV has entered the market and CBS affiliation was lost by WTVH. It was purchased by Metromedia Broadcasting Corporation in 1959 and Quad cities can use the same channel as VHF station in the area with ABC associated WQAD television station. Mid-America announced to bought the outlet in 1965 from the Metromedia and also owned the radio broadcasting assets of WIRL and later its call signs were changed to WIRL-TV. On March 17, 1985, new ownership decided to change its call letters to the current WHOI and previous identification was used by another station in Syracuse in 1976.

Forward Communications and Adams Communications have a joint venture in 1987 and later it was sold to Brissette Broadcasting in 1991. After having financial issues with Benedek in 2002, WHOI intended to acquire by Chelsey Broadcasting and with KHQA both outlets become the founder of Barrington Broadcasting in April 2004 for the regions of Quincy, Illinois, and Missouri market. UPN network was launched in January 1995 with having all-time famous shows such as Star Trek. WHOI serves the entire market. Most cable systems in the area are carried out the station programming on channel 4 and known as WBPE.
