On February 28, 1970, the station begins operational activities as the second television in the market. Park Communications was the real founder of WUTR and it was intended to join CBS but WHEN-TV put some objections regarding this association for the market of Syracuse. Meredith Corporation and Park both was claiming to acquire the Utica-Rome market for coverage range which caused WUTR to join ABC network and become the first television affiliated under the ownership of Park Communications. Operational activities were carried out from WUTR in Ithaca which is situated in the Southern region of New York.

Watertown market and Massena were covered by WUTR with having default ABC association until 1980 along with translator for different parts of the market. Gary Knapp bought the most shares of Park Group after Roy Park died in 1993. Luckily Group acquired WUTR from Media general which was already having WIXT in the area of Syracuse. In December 2003, Nexstar Broadcasting Group bought the station from Clear after reducing budget and resources. Cable system in December 2010, WUTR transmission services was available for the area of New York, Burlington, and Vermont through service provider Time Warner Cable.
Viewership of WUTR:
WVNY was replaced by WUTR which was caused by transmission issues and WBRE owned by Nexstar for the region of Pennsylvania was also replaced in Utica for the same dispute in retransmission. In November 2012, Mission Broadcasting bought the WVNY and added it to the broadcasting asset as WUTR was placed on the list. Nexstar Media Group decided to have an association with Katz Broadcasting for the Laff, Grit, and Escape networks along with Bounce TV which was owned by Jonathan Katz. This move brings those stations into the other 81 stations including WUTR and WFXV which is owned/operated by Nexstar Broadcasting Group.
